How does stun works? Why do monters get immunity to stun after stunning them with Stonefist?

Stonefist is a DK skill that trows a rock and stuns an enemy knocking them to the ground for 3 seconds.

What i notice is that it always stuns them on the first hit. After that it takes about up to 10 seconds of immunity until it can stun them back. (some faster other longer)

Is there any info about the mechanics? Like:

1. how long does stun immunity takes? Does it differ from mob to mob? Based on what factors?
2. Is there a way to reduce monster stun immunity so i can stun them more frequent?
3. are there any monsters completely immune to stun?

Everyone gets CC (crowd control) immunity after stun, snare, or knock down (but not after immobilization). CC immunity usually lasts for 6 seconds.

This is the general rule for all players and npc's. It does not apply to Bosses as they rarely get CC-ed, and when they do (say after a block) they recover after about 2 seconds. Players can wear a certain set that prolongs CC immunity
    Gan Xing - Crafting Nightblade
    Elrana Tinuviel - Hybrid Dragonknight
    Elentári Peregrine - Sorcerer "bank"
    Rán Xīng - Hybrid Templar
    Laurïsil Imlachwen - Stamina Templar
    Helotë Tinuviel - Hybrid/Magicka Warden
    Odin banker - obv banker
Yan of the Red Mountain - lvl 3 DK - not sure when I will work on em

Seeks the unusual and unique playstyles...

    Not entirely correct.

There're 2 types of cc. Hard cc and soft cc. Hard cc is one that puts you out of action entirely - stun, knock down, fear, etc. Soft cc is one that impedes your actions but leaves you somewhat functioning - roots, snares.

You can break hard cc, doing so will grant you cc immunity(well it should at least) that lasts I think 7 seconds now. Not breaking hard cc is...interesting. Mobs, who generally don't break free, will always get cc immunity after a hard cc lapses. Players should also always get cc immunity after a hard cc lapses If it's a cc applied by another player. This type of cc immunity now also lasts 7 seconds(I think). It used to also apply to cc done by mobs but, whether intentional or not, it's been removed a few patches ago. So mobs can and will chain cc you if you don't break free.

Soft cc cannot be broken or otherwise avoided, it can usually be purged and I think now a rolldodge gives you 2 seconds immunity to soft cc. That aside soft cc does not give you cc immunity nor does being cc immune prevent a soft cc.

Most "elite" monsters (dungeon bosses, world bosses, some lesser guys rocking a fancy healthbar) are immune to cc, period. You aren't knocking them down, fearing, snaring or rooting them. The only exception is interrupt - interrupting a heavy attack will briefly stun any monster but it only lasts like 2 seconds.
