Character unsheathes weapon every single time I zone

Anyone else with this issue? Not game breaking or anything but lordy is it annoying. Zoning into housing? Better break that sword out! Ugh...

Only one of my characters does this. Ever since the MW preview/update dropped. And it takes a while for the animation to cancel. But yes, it is awfully immersion breaking. Not to mention rude when visiting friends' homes.

All my characters have this problem but worse - they don't just unsheathe their weapon but they attack, e.g. if she has a bow she'll unsheathe and let off a shot, a sword she takes a swing, a staff she'll take a shot and sometimes she'll do a heavy attack and I can't break the animation , it's been so bad that I've had to turn on can't hurt innocents and I haven't even started the dark brotherhood dlc yet - so I hope someone has a fix for this so I don't have to keep going into settings to set/unset "friendly fire" - last night I went into house of Redorahn to steal something and got caught sneaking around the house and then she starts to charge her weapon for a heavy attack so I tried to run but couldn't get out of the house because I was being attacked, I didn't want to kill anybody and I couldn't defend myself since I had "cannot hurt innocence" on, so it was either let them kill me or defend myself so I went into settings and resumed game and out of frustration killed everyone in the house , so I hope there's a fix for this , even in pvp while I'm riding to get someplace fast she'll dismount just to take a swing or pop off a shot , any ideas for a fix and I just bought a brand new mouse so its not that

This is always caused by toggle buffs/pets. This is how they made it work so you don't have to resummon your pets when you zone. They force a resummon without any resource cost. This also happens with login and logout.

The problem is this causes your weapon to unsheathe and the animations and effects don't always perform properly. It also affects any other toggle ability, apparently, such as my sorcerer always triggering Bound Armor and its morphs and the nightblade skill morph Siphoning Strikes that makes that a toggle.

Sadly, this was a quick and dirty added feature that was only asked for and necessary because of 2 reasons:
1) People forget to summon/toggle skills when they go through a load screen into or out of somewhere.
2) They placed enemies too close to load doors both in the over world and inside the instances far too often.

Unfortunately, the second is poor design they are unwilling to rectify especially considering the first issue exists because people are as people are. They're trying to compensate for lazy/ignorant behavior and ending up just fostering that behavior so it gets worse. It's like automatic running lights on the front of cars that give you enough light to see ahead at night but don't turn on the taillights as well, so people with those vehicles forget how to operate their lights or just forget to do so and end up being more dangerous on the road rather than safer due to any drivers behind them(usually faster) being unable to see them in adverse conditions until too late.
