is it possible to get it through a quest, or does one need to buy it? I know its super cheap, its the principle of a thing :)

    I think if you start a new character in Morrowind you might be able to get it when you do the "A friend in need" quest, not sure.
    I think it all depends where you pick up the quest. If you have a character who hasn't done it yet then they might be able to go to Morrowind and pick up the quest there.

    There is a quest giver in Vivec City (don't remember his name). You have to get the stolen deed back for him and then he will give you the key to the penthouse (no charge).

    Yes, it's the third free house you can get via "A Friend in Need" questgiver. I have all three free homes now, which is very handy if I want to exit a dungeon fast after completion, and even handier for getting a new character to a new zone.

    I started 2, but the first i did the chain on just sent me back to the alliance capitol.

    ah. so I picked up the wrong quest. well.. I have one more character that have yet to do the quest - time to try again :P thank you all!

    edited to add - yep, I just picked up the wrong quest originally. the Vvardenfell option is essentialy the same quest chain, but starts in Vivec city. :)

    You don't necessarily need to start a new character - you can do the quest on any existing alt that did not do the quest for Canthion on the Mainland. Just make sure to take them to Vivec City and have them talk to Canthion there to start the quest (talking to him anywhere else will default you to your alliance version of the quest on the Mainland). This requires the Morrowind expansion.
