Game freeze after that stuttering

Hi, i hope that maybe someone can help me. My game run completly good till yesterday. Yesterday the game hung up in a loading screen between two zones so i only could alt f4 it. Startet the game again and since then i have micro stuttering everytime move. Played a bit with the options and foun out that the stuttering only happens in fullscreen and windowed fullscren. In normal window it works fine, but o would like to play in windowed fullscreen again.
I updated drivers and repaired eso, with no change. Maybe someone here can help me, would be very very thankfull
