[XB1] Quest "Rally Cry" in Glenumbra has bugged out/disappeared

Hello! This is my first forum post here, so I hope I've managed to get this into the correct category.
Anyway, when I first started playing the game, I did Bleakrock, Stros M'kai, and Khenarthi's Roost back to back. I was initially gonna do the same with Stonefalls, Glenumbra, and Auridon-- until I realized the size of the regions and amount of quests to do. I'm in the Ebonheart Pact, so I dropped all the quests I had in Glenumbra and Auridon and focused on it first. Since then, I've completed most of the EP and went through and got all the quest and exploration achievements for the DC and AD as well-- except for one (well--two.)
I'm missing the achievement "Faolchu's Bane" and "Ritual Destruction" because I dropped the quest "Rally Cry" when, as explained above, I decided to play through the EP first. The quest is nowhere to be found to restart for me. I've searched the entire area of Glenumbra which has anything to do with main quest there and tried talking to all the NPC's related to the quest line as well. But I can't seem to get this quest back and complete it. This not only sucks because of the achievements I'm missing, but I can't complete the quest "Cladwell's SIlver" for his almanac and proceed to get the "Cladwell's Gold" quest either because this issue is also causing me to not receive the objective for Glenumbra, "Camlorn-- Lead the effort to retake Camlorn."
Hopefully this issue can be fixed-- or maybe if any of you currently have that quest you can attempt to share it with me? My Xbox gamertag is the same as my s/n here.
