Mouse sensitivity jumps when FPS goes too high

Windows 10, Morrowind early access patch.

Behavior:

Since the Morrowind patch, the mouse sensitivity will suddenly increase causing even the slightest movement of the mouse to change the camera to a disorienting position. (Usually down on the ground and aimed up at my character's face.) This happens more often in indoor areas, especially smaller indoor areas.

Expected:

Mouse sensitivity does not change from the value set in the Settings, regardless of the framerate.

Notes:

I've been noticing this since Morrowind opened for pre-orders, but I don't believe the change that causes this bug is related to Morrowind content specifically. (In other words, it happens in all the older zones also.)

It seems to happen 100% of the time if my FPS meter hits 99. (For example, go to an interior area and view a wall. Try doing a smooth circle with the camera around your character, but ensure part of the circle puts the camera in front of the wall, check to see if the movement is smooth and fluid, or if the camera suddenly jumps when the close wall causes the FPS to increase.)

I believe I've also seen it rarely when the FPS meter is between 60 and 99. But I'm not entirely sure. I'd appreciate other people trying to confirm my findings.

Note that the camera controls in Settings are all set to default.

Workaround:

Turning on VSync could be a potential fix, if your monitor runs at 60 hertz. With VSync on, my monitor syncs the FPS to 60 and I don't experience this bug. If I turn vsync off, I experience this bug again. (If your monitor has a faster refresh rate than 60 hertz, for example 144 hertz, then VSync may not work as a workaround.)
