When you own the chapter you would unlock a new option in the character creator that allows for swaping between the different types of khajiit. Maybe as a drop down menu just like the voice one but situated at the top of the "Body" section.

Actually the khajiit in ESO, as with those in Skyrim, tend to be more of the "Suthay" or "Suthay-raht" breed (human-size and stature). If you want to see what a Cathay/Cathay-raht might look like... there is exactly ONE NPC in the game who is a Cathay-raht. His name is Tender-paws (awww) and you can find him at the Mage's Guild in Windhelm.
To paraphrase the khajiit outside the Elden Root throne room, "He is so.... tall. He is very tall. Truly."
But to your point... yes. It makes absolutely no sense, in lore, for all the khajiit in the game to be exactly the same, considering there are over 20 breeds of them, I believe, all based on the phase of the two moons during their birth. They are all born looking alike, and then mature into their appropriate form.
Obviously, this would take an inordinate amount of work for the developers to do, though, since it means they would essentially have to design 20 races instead of just one, but that's what makes the khajiit really special.
There are also other breeds of argonians in a similar fashion, based on their exposure to hist sap. The lore in the game is really rather more rich than the games themselves have shown recently.
While mods have done a good job of replicating this (particularly in Oblivion, where I recall a mod that allowed for suthay/suthay-raht, cathay/cathay-raht, and ohmes/ohmes-raht options), I think it would really be a fun element to allow khajiit players to do the same customization when they make their khajiit, allowing for the first time to really express what the lore states khajiit should be like.
