I assume your PC is running Windows?
Ctrl+Alt+Del should give you the option to open something called Task Manager, if it doesn't do it immediately. Use that to select ESO from either the first tab (running programs/windows) or the second (running processes, including background ones) and kill it - either select End Task or right click and End Task.
This should allow you to resume using your PC without restarting. You should put in a support ticket and go through technical troubleshooting if you want to try to eliminate the issue entirely.

Yes I'm running windows 10. The task manager is hid behind the black screen & it won't come from there to kill the process. I've tried doing that. Thanks for your reply. I was going to send in a ticket. But for some reason I can't do it from where I'm at right now. So I thought I would ask here before sending in a ticket once I get home. It's definitely a silly workaround, but you could always kill ESO from the taskbar or task manager instead of from the in-game quit.
