Seems like it would allow more competitive gameplay if they aren't allowed. Look at games like Pokemon or other competitive games. Just seems like battlegrounds would allow more skilled play without them.

Are we really looking at Pokémon for design elements to use in this game? I certainly hope not. That would be worse than what we got this week.

if you want more competitive gameplay, set everyone's gear to a standard set of pre-selected normal quality options.
let it be skill, not gear, that determines the outcome.
As soon as an all gold team can whip up on a mostly green and blue team, the word competitive is the thing that should be banned.
MMO: the arena where an f18 vs a cesna is considered skill vs skill win for the f18 pilot and the cesna pilot told to "git gud"
bet grandmasters in chess would do fine if they got 5 more pieces than the intl masters when they played.
tennis: you won a grand slam so all your sets start out at 15-love from now on. Except against other grand slammers but you will be seeded so you dont hit them until the finals, semis at best.
Bowling - just reverse the handicap system, make it actually handicap the weaker players.

It is not the gaming community since most do not frequent the forums.
It is not even the forum community, well, hopefully more than 400 come to the forums.
It is merely those who, for whatever reason, chose to open the threads then also chose to vote in the poll.
In the end forum polls are entertainment value only and provide no defensible information. Statistically speaking that is.
"Statistically speaking" those are responders that actively play the game. No survey ever reaches "most" of the people no matter what the field of the survey is - yet it is enough to form representative group and analyze the output.
