Vvardenfell CE Treasure Map I gave 4 blue/green non-set items

As title, I received: Ancestor Silk Hat of Stamina (Green, Ashlander), Rubedite Battle Axe of Shock (Blue, Dark Elf), Rubedo Leather Guards of Health (Blue, Ashlander) and Rubedo Leather Jack of Stamina (Blue, Argonian). I was under the impression that treasure maps only give region specific set drops, instead of non-set pieces?

I popped all 3 of my chests today, that sounds pretty much like what I got from all 3 chests. 2 blues, 2 greens, all non set items, and about 1/2 of them didn't even have traits. Worthless. I imagine it's random, but to get the same 4 things from each chest, I wanted to punch a baby guar.
