Bull Netch On Both Bars?

I know you need to have Bear ultimate on both bars to keep it active, but is it the same for bull Netch?

Also, even if you don't need it on both bars, would you recommend keeping it on both for sustain? I plan to make a 1h/shield Stam warden. Offensive abilities on front bar, healing and utility on back bar.

it's not a toggle so you can have it on only one bar
