A suggestion for shields - scaling

So since last week ive been trying to figure out a way to make stam builds more surviving in trials, without overpowering their survivability in pvp. Ive figured one way i think its awesome, and will explain why, but Id like some opinions.

Shields should scale from max stat pool, just like ulimates. Why you ask? Magicka toons can already uae their stamina pool for eficient defense in form of block and roll dodge, just not as good as stamina. When it comes to stamina, there are just a few defensive abilities that are magicka based that are actually useful.

By making shields scale off from the highest pool, stam would be able to use lets say, harness magicka, to have a oh *** button in trials, but wont be as good as magicka, since they would only be able to use it twice or thrice before depleting, just like rolling for magicka

    We already had something like that on PTS with Bone Shield, a shield that costs stamina yet scales with health currently. They tried to change it to scale with stamina. It was a godmode awful idea and fortunately got scraped. Like, it was SO awful ZOS actually listened to feedback and removed that.

    In PvE it could actually somewhat work but it'd absolutely destroy PvP. And given Zeni is refusing to balance them separately because reasons, nope.

    Bone shield was op because you could spam it, the way i suggested it would cost magicka, you wont be able to spam it next patch, but i see your point

    I think they were going in the right direction by buffing Deadly Cloak. I'm not on PC so I'm not sure the extra 5% made much of a difference. I'm skeptical.

    You're forgetting Annulment isn't the only shield in game though. Are you proposing it's just Annulment that scales with highest resource? Tbh it doesn't really make much sense given it's a light armor skill, with morphs directly connected to light armor. Or would it go for all shields? They'd have to re balance Bone, Blazing and Obsidian in this case.

    I see where you're coming from but shields aren't the answer for stamina dps, at least in their current form. Maybe if ZOS agreed to balance PvE and PvP separately.

    Holding block reduces aoe damage from boss monsters by 10% or something. It's only an issue in trials.
