treasure chest - drop items quality

Yesterday was surprised getting only green items from treasure chests with treasure hunter perk opened (new nord warden char).
Got all green even from "advanced" chest in crows world, also got greens from "intermediate" chest in stonefalls.
Before the Moro patch "advanced" chestst with treasure hunter always dropped purple.

This is obvious, and i'm an idiot for suggesting, but did CP get reset and you don't currently have the TH perk active?

Have you done a /bug as well just to make sure a report is in?

it's new char, first I've done when created it was CP distribution
