[Warden] Frost Cloak not prioritizing caster

I've noticed if I cast this when more than 5 other people are near me, I don't get the buff at all.

This occurs for me as well; the Ice Fortress morph still applies it's Minor Protection buff regardless, but the Major Resolve and Major Ward buffs seem to prefer targets with lower armor, making the skill a bit of a risk to use as a primary defense buff for a tank.
