Gamestop gives you a key. (it is a steam key HOWEVER you do not need Steam to redeem it. it does work in the "redeem code" section of elderscrollsonline.com). You could order it from gamestop.com then give your friend the key. If you wanted to install it as a surprise, the only way I can see that happening is if you have access to their computer or know their password.
