This is the idea for the non-ballista types of Rapid Fire. Rather than it being a continuous channel during which any defensive maneuver performed breaks it and wastes ultimate, as well as not being able to perform other actions during, why not have it behave in a similar fashion to the sorcs Overload ability? This is what I mean:
Rather than a channel that performs several rapid attacks in a row, why not have it such that it Empowers the players basic attacks? Such as:
Rapid Fire (Toggle - can toggle at 100 ultimate):
Light and Heavy attacks now become "Rapid Shots" that fire faster and deal [x] physical damage and cost [y] ultimate.
or
Multi-shot (Toggle - can toggle at 100 ultimate):
Light attacks shoot two arrows, and Heavy attacks shoot three arrows, each attack costing [y] ultimate.
of course keeping the ballista morph as an option.
In my opinion it'd make the non-ballista options much more viable.
