ZOS, Flurry Procs Viper not Ravager?

This topic has been brought up before but needs to be re looked at. Flurry does not proc the ravager set which requires melee damage, apparently flurry is not that for some reason, but flurry does proc vipers sting set which also requires melee damage. Is this a bug, intended? If intended can we get an explanation please? And if it's a bug can you please fix it. Ravagers is one of stam users best choices for damage sets and it should absolutely function on flurry, especially since it only has an 8% proc chance.
