Mournhold in ESO is not the same Mournhold (later renamed Almalexia) in TES3.
During the Tiber Wars, the Imperial forces of Tiber Septim sacked the city. After that, Almalexia herself commissioned an expansion and rebuilt most of Mournhold. In gratitude, the residents renamed the city in her honour.
Old Mournhold, however, was destroyed at the beginning of the First Era by Mehrunes Dagon and his forces.

That's because TES 3: Morrowind engine is ancient and can't properly utilize modern hardware. Notably, it is massively dependent upon single-core performance more so than GPU or number of cores. There is another option called Open Morrowind (https://openmw.org/en/) that has built an entirely new engine from scratch to run Morrowind. Unlike other attempts (Morroblivion, Skywind, etc.) this is actually advancing to 1.0 status pretty quickly and utilizes no Bethesda coding property. They did have to obtain permission from Bethesda to use Morrowind assets (i.e. the actual game) in their open-source engine though. This engine is currently compatible, from my understanding, with the entire base game and a significant number of mods. They're currently working on making it 100% compatible with all mods out there. As with any mod, use at your own risk.
Best advice I have after 15 years of playing Morrowind is not to use graphic or texture replacers. They cause more issues than they are worth in my experience.
