Rapid Maneuver don't work on horse

I play TESO via Steam on PC.

I ran into the following problem. I have often and far to ride on mount, for a comfortable ride I use skill "Rapid Maneuver", which increases the speed by 30% for 30 seconds. This skill can be activated while you walk, and while riding a horse. But occasionally I run into the problem that I can not use this skill on horse, it seems to be stuck and does not cast.

I did not find regularities, after which it is impossible for the horse to cast this skill.

How I can fix it? Thats so uncomfortable

This happens to me quite frequently and the only way I found is to just remount then you should be able to cast it. No way to fix it as far as I know

Are you using the Assist Rapid Riding Mod? If not you should

Basically it slots the skill when you mount, then swaps back the original skill when you dismount. Plus you can hot key it to use while on foot or swimming.

Now, as for not being able to use the skill. It does suck up a lot of Stamina, IIRC< about 7100 Stamina to cast this. For most magic characters this is about 70% to 80% of your pool. So, I ask, is the pool depleted, even a small amount, you might not have enough stamina to cast it?

Also, not sure if it is because of the addon or not, but I could not get Rapids to work until I slotted the skill and zoned.

I can confirm a different annoying bug with the skill -- if you're in a town, the skill is often interpreted as an attack, and hence doesn't fire because there are innocents around. (I've also once gotten into a guard fight because I used it.) But that happens equally on foot and on horseback.

I get that too sometimes, not all the time, just sometimes
