Are there more skill points than skills to spend them on?

I was just tallying up the different skills, (passive, magic, stamina, and ultimate) and without the Emperor, Werewolf, or Vampire Skill lines there are a total of (assuming I counted correctly) 298 skills (if you count 1 morph for appropriate skills) and depending on who you talk to it looks like there are somewhere around (not counting what you might get from various sources in Morrowind) 350 skill points you can get.

So are there more skill points than skills you can spend them on?

Practically, yes, adding crafting skills, considering skyshards and skill points gained from quests and leveling.

There are more skills than skill points, but since you would not reasonably ever try to invest points into all skills (like every single weapon) there are more than enough skill points to be full invested in that which you would want to be fully invested in a character (two weapons, two armors, class skills, all crafting, most guild skills for instance)

Sure, there are quite a few skills that I don't even put points into as I can never see them helping my build. Such as some of the Figher's Guild Passives on my Casters.

But I like that we have to make a choice about skill points and what we can ultimately do with them.
Enjoy the game, life is what you really want to be worried about.

The answer is no. There are currently 368 skill points (don't know how much Morrowind adds) and you need 539 at the minimum to max out everything (more if WW over vamp). But you're not likely going to max out everything anyway, or even need to.

Edit: I think this is pretty accurate as of posting, I wrote it a few months ago, happy to amend if I made some mistakes
24 from group dungeons (regular + II)
    4 from DLC dungeons
    1 from MSA
    50 from PVP
    64 from levelling 1-50
    11 from the MQs
    1 from IC quests
    3 from Orsinium quests
    6 from TG quests
    8 from DB quests
49 from quests scattered across DC, AP, EP and Coldharbour
    127 from skyshards
    18 from public dungeons
1 or 2 depending on choice from MG finale
    = 367 or 368

    We need:
    10 for racials
    147 for trade (21 alch, 26 BS, 26 WW, 26 cloth, 23 ench, 25 prov)
32 for alliance war (16 assault, 16 support, unsure on if you need to get the emp ones)
    45 or 52 for world (10 soul, 20 legerd, 22 WW or 15 vamp)
74 for guild (14 undaunt, 19 MG, 19 FG, 11 from TG (doesn't include finders keepers), 11 from DB (doesn't include BOW))
    39 for armour (13 LA, 13 MA, 13 HA)
    132 for weapons (22 2H, 22 1H+S, 22 DW, 22 bow, 22 destro, 22 resto)
60 for class (all the same, regardless of class)
= 539 (if vamp) or 546 (if WW)

It looks like there are 366 skill points that yohttp://u can get and a total of 531 possible skills to use (including all morphs) So that means no there are not more skills than skill points. So apparently I just had to dig a little deeper.

It sounds like they should be adding some more skills to use.

No there isn't more, but you can have almost every skill line maxed almost. However with the addition with Morrowind that might not be try and it might surpass it. I'm assuming there will be 16 skyshards or more just like the other areas, and 4-5 quests that grant skill points.

Did you count all the weapons, crafting, thieve's guild, legedermain, dark brotherhood(? Does it have its own tree? I assume it does, never done it though), soul magic, alliance war skills/passives etc? On my main I'm only missing DB skillpoints, the skyshards at Gold Coast and something like 25 PvP skillpoints; I don't have any points into weapons besides destro, resto and s&b and don't have some Keen Eye and hirelings, no db tree and most skills missing in Mages'/Fighters' guilds, along with some other stuff, yet I am really short on sp already. Pretty sure if I just had all the weapons unlocked I'd be out even with all the skillpoints the game.

Not for absolutely everything, like all crafting and all world and guild skill lines, you will have to pick and choose, maybe with Morrowind coming (I don't know how many will be available with the Expansion) and if you do PvP on all your characters, you can get 49 skill points there alone.

I have a dedicated Crafter and with all the skill points that he has he does not have all the skill lines, I do not do PvP on him since getting to rank 8 in Assault and Support, so I am losing out on those skill points but I have all the other skill points in the game and I do not have all the skill lines filled out.

On the positive note, my other characters, have plenty of skill points because they are without the burden of crafting..

You're missing out on three of the better skills from that DLC. Shadow Rider, Shadowy Supplier, and Blade of Woe.

I'd suggest that you can get more skill points than you actually need for your character but I would seriously doubt you could get enough to level up every skill line you could possibly have.
