NPC's Spawning Underground

Been encountering a bug where NPCs spawn beneath where they're supposed to be standing. Makes it difficult or impossible to interact with them and continue the quest their interaction is required for. Presently happening in Tal'Deic Fortress in Deshaan, Sergeant Hadril is under the entrance to the Fort, and cannot be interacted with. Relogging managed to get him back above ground, but it's only a matter of time before workarounds won't do the trick.

✭Doing a /bug at the location is massively more effective than putting here.
That said, PTS has.. some mechanic that is working to fix this. Not sure how good it is, as I really have not had issues in real game before with it.Power level to CP160 in a week:
