That would make sense, except for one problem. Mementos can't be previewed (currently) via the chat command.
It could be a polymorph from a future crate, possibly vampire/undead crates for halloween. I don't think that would cause nearly as much of an uproar. It could also be unfinished, and intended to be a memento.0 -

Yes, but it still showed everything they had intended at one time or another to put in game.
It is probably abandoned unfortunately, like a few of the other mounts they have on that momento.0 -
