Experience gains in Reapers Marsh XBOX

Yesterday i was finishing up my AD campaign and i noticed something. In the entire zone of Reapers marsh quests would give me around 6k XP and monsters gave me a max of ~600 with xp scroll of 50%. I expected this to be normalized because i recently reached 150 CP and i thought my enlightend status had ended. To my suprise when i went to Malabal tor to finish up some achievements i gained around 2k xp per monster (with xp scroll)
Now i dont know if this is a bug or what was going on. But it felt like the experience scaling in RM was different from all the other zones. Was this intended? Or is this a bug? I basically wasted xp scrolls that i could have used a lot more effectively in any of the other zones
