For Pelinel's to be an effective hybrid set you need to pair it with something that affords damage. It doesn't boost your offensive stats enough on its own to qualify as a damage set... it's more of an "equalizer" to extend the usefulness of whatever you pair it with. Since Pelinel's is crafted, you'll have to use a dropped set like Agility. There are other options too, but this should set you on the right track.
Be sure to pick one damage type and stick with it (weapon or spell damage, doesn't matter just go all-in to one instead of building for both). Your offensive skills will determine which of your crit % is higher, spell vs. weapon. Gold weapons, infused big pieces / sturdy little pieces, weapon damage jewelry glyphs, max stat food, prismatic armor enchants. As long as you can sustain, sink everything else into max stats. Also if sustain allows, use the Thief mundus.
My recommendations here assume you're going for a damage role, rather than a dps tank. If so, I would use dual wield on your front bar, which enables you to also have a monster set. 1pc Kena and 1pc for recovery should work, or 2pc kena if you want to heavy attack a lot, or maybe Velidreth or Kragh.
FYI Pelinel's is more effective in pvp than pve, but you can do pretty much whatever you want in dungeons and open-world pve.
