as far as what's causing the effect, I have no idea. I'd venture a vMoL drop as a guess.

I used to carry around a set of Resilient Yokuda just because I liked the whoosh and light effect that ran down the weapon when you unsheathed it.2 -

As I recall, the visual effect is technically part of the enchantment, and not the style itself. So if you get one and try to swap out the enchantment, that effect goes away.0 -

soll✭✭✭All MoL weapons (and shields) could have glow effect if they are having old traits: sharpened, precise, defending. Any other traits wouldn't give glow effect.EU PC

✭✭It's staff from MoL trial drop. Could be any...lunar bastion, alkosh, twilight remedy or moondancer. It glows because it's part of the set piece. Any trait will glow. It is dromathra style.0 -
