They like many of the player base don't like the idea of one set greater than all and want to try and make as many of their sets as viable as possible.
Not everything has to always work or be balanced, but you should be able to have three or four options and not every class running the same sets.
This combined with some attention and work on the RNG pains (which they have acknowledged) wouldn't be a bad thing for the game.
The issue comes when one set over performs in a way it's almost best for everyone no matter build. Then you lose diversity and have just plane "use this or not be good".Or... just throwing out a crazy idea here.

And what is the problem with multiple classes running the same set?? Divirsity is created by your choice, not ZOS. Únless you want to min/max and go for leaderboard scores a few % of dps doesn´t matter.
And besides there´re a few option that is as viable as BSW (necro, julianos, scathing, not best in slot but still very viable good options already). And there´ll Always be BiS sets/meta that people will go for. Nerfing sets just because it´s BiS/preferable is just bad.
So if you motivate the nerf the same way the devs does ("creating divirsity") then I´m out....
I can agree with the pain of grinding 4-5 complete sets of BSW (I had the luck of getting 4-5 complete sets for my magicka dd´s) is an issue and some way to fix the RNG is somewhat needed. But that has nothing to do with gearbalance.

I understand there will always be a min/max meta and I am fine with that, but the gap between that meta and other choices shouldn't be to the extremes we sometimes see in ESO.
