Charged Weapon + Power Extraction for AOE Minor Defile?

Per title, does this work? If so how effective (assuming 220% buff to AOE proc of what 5% would it be like a 15% chance?)
Like wise would charged give Incapacitating Strikes a better chance at applying minor defile along with the major defile since its disease damage?
Assuming 220%*10% single target Incap should be applying minor maim a little over 30% chance right?
Thinking about the CP change for Defile buff.
