Dark Cloak vs. Shadowy Disguise Cost

Shadowy Disguise IV (max level) consumes 3780 magicka without any reductions to cost.
In contrast, Dark Cloak IV costs 4050 magicka.
Within my account, leveling Dark Cloak to rank 4 does not provide any reduction in cost. This has been observed across all Nightblade characters in live and the PTS and has only been overlooked due to the overwhelming popularity of Shadowy Disguise.
Those 5 seconds of 8% minor protection are incredible for Nightblade survivabilty, and I would like my neglected morph back. The unintended cost difference makes one morph completely overshadow the other.
After at least four bug reports on live and in the recent PTS since Homestead's launch, please correct this. It could make brawling on a Stamblade more attractive for others (in lieu of ganking) just in time for battlegrounds. Hell, maybe a duration increase is in order?
