At the start of the PTS for Morrowind, a common defense for the changes was:
"It's too early to assume these changes will make it into the final game. ZOS will need time to improve based on feedback from players."
Now, we are two revisions into the PTS. Instead I read:
"The length of the development cycle means it is too late to expect any major revisions to the PTS."
Which one is it? I suppose the gray area is that minor tweaks will still be possible. Is it going to be enough?

Both.
What we see in the first PTS patch is largely stuff already in the pipeline from before PTS. The second patch, we get the first quick fixes from the first week feedback. The third patch, coming next week, will have any more elaborate changes. They don't want to, but my feeling is that up to this third patch, they can make some rather big changes, if they really need to. Not major changes, but still significant. As they get closer to the date they need to start certification, they will not do this.
Over all this is the bigger picture, including the schedule. That will prevent them from making major changes. No one messes with the schedule.
So, I tend to not get too worked up over patch content until after patch 3, and not too worried about bug fixes until the last patch before going Live.

That all makes sense, thank you. The third patch will be do-or-die for Morrowind then.
