Two handed weapons (stamina) vs Staves

Tri focus: Gives 100+% of damage of a heavy attack to up to six targets at range for each tick of the attack.

Forceful: Light and heavy attacks splash only 32% damage to only two targets, at melee range.

Any idea why this is?

Because long ago, stamina was better than magicka, and they try to balance things by making this. Nowadays, stamina is so much worse that it is almost non comparable with magicka. I guess they forgot to adjust this, among other things.
