64bit exe suddenly no longer works. (Solved)

So in the last 3 days or so, I have been unable to launch the game with the 64 bit version. When I click the link on my taskbar or go through the launcher it will just go to a black screen instantly with the loading mouse symbol. It will stay here seemingly forever until I end the process in task manager.
Only way I can run ESO is via the 32 bit version, which often crashes now, hence why I moved to 64 as soon as it was available.
I have tried a repair, it has done nothing, and I have tried to run a compatibility test on the exe, also solved nothing.

Specs:
Windows 10 Home 64 bit
Intel i7-6700k CPU 4 ghz
16gb ram
Nvidia GeForce GTX 970

Edit:
Issue solved, Chroma Apps switched itself back on and was interacting with ESO when I didn't want it to. Switched it off and now the 64 bit runs again!

I'm fairly sure it's the Win 10 Creators update. Play in 32bit mode until MS fixes it.

And for anyone else that has a version above Home. Continue deferring the update. I believe you can only defer for 30 days. You may want to do like me and change the group policy so you can manually select updates. At least until this is resolved.

The funny thing is, I thought this issue started happening because I didn't update 10 to the Creators version... So yes this was happening before I installed that, and after I did, with hope that it would solve the problem magically, it still continues

Ok the problem was actually Chroma Apps from Razer!!

Today I just realised that my Razer Death Adder mouse was changing colour when the game started up again (I disabled this long ago because I wasn't impressed with that update when it was integrated into ESO) I then thought perhaps by some chance, since this happened at a similar time to the 64 bit randomly breaking, that they were related. Went into the Razer settings and sure enough Chroma Apps had turned itself back on, and in apps it was showing one disabled ESO and one not. So therefore I disabled the other one, switched off Chroma Apps. Started the 64 bit version and I'm straight back in!!

TLDR: Switch off Chroma Apps!
