What happend to the render dinstance of some npc's and a few objects?

I play the game since 2014 and I never had this before: some obejcts or many npc's of the game become visable after you step into a radius around them (sometimes you have to wait a few seconds). I made a few screenshots as an example.

Btw. I play on the German client, maybe this problem exist just on the german client.

There is an View-Distance (Sichtweite) slider in the Video-Options. Maybe it was turned down somehow. Have heard that can happen...
