I was told yesterday that ZEN has agreed to not make some of the early changes that they had proposed, but I cant find any notice of it her or on the PTS server notes. Does anyone know if this is a true statement. I cancelled my pre order, and want to see if that's still the correct option.

cancelling it isn't a "correct" option by any means.
If you plan on rage quitting due to play styles changing and nerfs only then well it's up to you, bit petty.
If you see through their plans to funnel everyone into boring dull gameplay just to appease casuals who can't think for themselves and ZOS blatantly neglecting urgently required fixes (#vmolbroken) whilst at the same time introducing p2w class and paywall OP trial gear....then yes rage quit.

There's a difference between 'rage quit' and just figuring out if a pre-order is worth someones money; wouldn't you agree?
