Gear of The Twin Sisters

Question. I'm currently sporting 5/5 gear of the Twin Sisters set. Which gives me:
"When you block an attack, you have a 20% chance to cause all enemies within 5 meters of you to bleed for 8820 Physical Damage over 8 seconds. This effect can occur once every 8 seconds."
Now, I've tried testing this and it seems to be broken. I went to the No Shira Citadel and decided to block all attacks from a guard to see how much damage I was doing. After blocking for about 2 full minutes, nothing. His health bar was still at 100%.
I know it's a CHANCE to proc, and it won't always proc, but never in 2 minutes seems less than 20%.
Anyone who can conform that it does in fact work?
