Do different rarity set jewelry have different numbers or no? Like spinner jewelry 5p penetration bonus, will it be same on purple and yellow rings\neck or no?

Most of the time it won't be the same and this is true in the case of Spinner's. One that doesn't change based on quality would be Elegant (20% damage on heavy attacks).
