Constant Latency spikes

Hello everyone.

So I'm basically trying here in hopes that someone has magically fixed this issue ive been having now for well over a month.

The issue: The first time I log in on any given day, or late in the night time (after most players have logged off) my ping is generally around 98-120. Not amazing but totally playable and the game is responsive. (im in edmonton alberta so thats as good as we get here) But, after 5-10 minutes of this my ping will spike to anywhere from 350-800 ish (random values, usually around 500). This spike of ping will last around 10-20 seconds, and my ping will return to 120 ish, or maybe stay around 130-140. Once it happens the first time, its over. My ping will constantly rise above 400 multiple times every minute from then on. This makes the game unplayable in many instances. Such as Vet content, PvP. Im basically just a sitting duck since i cant react to anything, and when i do im just getting angry that everything is unresponsive.

Heres a list in order of the steps ive taken to remedy the situation:

Forwarded ESO ports
Unblocked from Firewall
Turn off addons
Remove addons from folders
Delete program data, delete addons, user settings
Reinstall ESO (complete wipe)
Reinstall Windows 10 (fully wiped HDD)
Reinstall ESO
Had an ISP technician to my house to check wiring, and replace my Modem from Cisco DPC3848V to Hitron
ESO Ports set to port trigger
Unblocked from firewall again
Installed Leatrix latency fix
Ran serveral traceroutes while communicating with the ISP, its not related to them.
Replaced the wire from modem to the computer with new wire
Installed TCPOptimzer (set network setting to optimal)
contacted ESO customer support to find that I should try ALL OF THE ABOVE again to verify....
Flushed DNS, turned off EVERY device in the house that could use the network, then reset the modem

As you can see I have tried many avenues to fix this. My ISP and I ran many traceroutes to the zos servers to find that nothing my ISP is in control of is losing speed.. ESO customer support told me I have packet loss.. So i called my ISP, over a week of sending millions of packets, I had not even lost 1000.. It was under 1%..

Please help if you can, Im at my wits end and the game isnt gonna be played much longer if i cant figure this out. I just want to enjoy it.. But as it stands its been a month of frustration. I dont think i have much left in me.

Thanks alot for your help, at least here i feel like i wont be patronized. When you put in a ticket its like they dont even read what you wrote. They just copy and paste the same junk that blizzard does.

Try disable IPv6 on network adapter or google to perma remove it.

I think we might have a similar problem. For the past several weeks or so, I notice that my ping is constantly spiking whenever I'm playing "late at night" (EU time). My ping is normally 100-200, but the spikes make my ping 400-999+

My internet is very fast with NO issues during any time of the day. When ESO has these constant ping spikes at night, my ping on other games/things is completely normal. If this is the case for you OP and if we have the same issue, then ESO has to be the problem. My spouse mentioned to me that most MMOs are laggy like this, so maybe I'm just screwed. but I only noticed this ping spiking at night fairly recently when I've been playing the game for like 9 months now

Did you guys get a fix? His issue just started for me a week ago. Same exact issue. Also, I am playing overseas. Maybe it's a problem for players outside the US?
