different drop rates for different motif-pieces?

Is there a logic/key for the differen body/weapon parts of motifs? It seems to me certain items drop way more often and are way more often available in guild stores.... for example belts and maces and axes seem to often drop first before other things whereas chests and heads seem rather rare? or is that purely because these get sold more and not used?

I think it's that those pieces are more desirable, and that's where the increased cost comes from. When collecting motifs, I seem to get the higher value pages roughly as frequently as any other.
