You need to fix the ingame cash on delivery mail system. Players should not be charged a cash on delivery fee if the mail did not go through or either player did not complete the mail transaction. If the mail goes through and the transaction is complete by all means there should be a fee otherwise you're being charged a fee for no service rendered and sometimes the fee amount can be significant. Please fix this error and refund fees where no mail transaction to place.
