I don't know if this is still going on, but error 200 popped up randomly for me and this is how I fixed it on Windows 10.
First of all, go to Control Panel > Network and Internet > Network and Sharing Center. Then on the bottom left click on Windows Firewall then Advanced Settings on the left again.
On the left of this window you'll see an "Inbound and Outbound". Click on Inbound and on the right of the window click "New Rule". This will open a wizard with "Program" preselected, if its not select "Program" and click next. Click on Program Path and browse around for the ESO launcher, mine was on my desktop then. Select the ESO program and then open, then next. Next select "Allow the Connection" and next, then click ALL of the tick boxes then next, then just name the rule as "ESO" or whatever you want. Then just click finish and you're done for the Inbound. Now just do the exact same for Outbound rule and you're done.
I tried this and it worked immediately afterwards for me when I opened up ESO. Please let me know if it works!
