Some issues last 2 days (EU PC)

Hello Zenimax!
Noticed that my ping has increased twice since last couple days. (EU PC)
I am located in Moscow (Russian Federation) and I always played with 90-110ms but now its minimum 200ms. BTW even 100ms is to high ping from Moscow to Frankfurt. I play other games and ping with EU servers is not higher 60-70ms, some servers in France
Any ideas how to bring it back to ~100ms? )) What information I need to provide to You?
There is no problems with other games, only with ESO.

BTW 195.122.154.1 still actual EU PC server IP? If not, can u tell me current EU PC server IP please, so i can call to my provider and ask em to redirrect signal right. The route is rlly strange

looks like the problems start in Bonn where ping goes up to 222ms (217.239.45.254)
Any ideas? or it's a local problem in Germany and gonna be fixed soon?
