No actual damage increase, just good sustain, redguard/khajiit, altmer/dunmer/breton are much, much stronger.

But what kind of "good chunk of damage" do Redguard's racial passives have?
21% is that good if your regen is high, which is exactly why Bosmer is BIS for high regen PvP stam builds.
