Suggested change to 'siphoner' New CP changes.

My suggestion is for this CP tree to not take the sustain Down of your target, but to have it buff your own sustain by either giving you a very small (1-2% max) of your Max resource back with a 4 second cooldown ( make it scale to max char level like every thing else) or boost you Regen's by a %, for 4 seconds with no cool down light/heavy attacks would refresh this so you could keep a % Regen gain as long as you are weaving light/heavy attacks.

This change would be more on the lines of 'character progression' and would also be an effective passive for both PvE and PvP, and support effective game play for weaving light/heavy attacks.
