FPS Problems

Have a weird problem.
With vsync on (either nvidia controlled or turned on in game) I only get 30fps.
I turn it off and I am getting 90-100 fps.
But.. my monitor can't handle that and I have screen tearing. I need it at 60 unfortunately due to the monitor.
Sooo.. whats going on? I know the gpu can handle upward of 100 fps most of the time. Turning on vsync should at least give me 60fps.

✭✭Its the new Windows update, go to your graphics card settings on you PC and readjust stuff. Same happened to me.I AM UPDATING MY PRIVACY POLICY
