Is there a reason that since I'm never asked to create anything but rubedite and ancestor silk gear that the crates cant at least a few times be filled with those ingots instead of every other type I'm never asked to create with?

    That is what the survey maps do.

    the writ rewards are designed to do one of 2 things, and only those things: 1) random box of 25 material from a lower level crafting (which is used for when you have a lower level character, or might craft something for another player at a lower level, or to be sold) or 2) a random survey location which usually spawns at last 60, usually more, of an item (other than alchemy and enchanting writs, which require less and give less). The surveys will always drop items of either your crafting level or your character level (or both). This is how zenimax intended it.

    I can tell you, since I have a number of lower level characters I'm only doing writs on, and not adventuring at the moment (I'm working on one character primarily, and several others are stuck at awkward levels), I *buy* lower level crafting materials as needed to keep up my full 12 characters doing 6 writs apiece every night. There are probably several other players who do the same. You'll probably do well to sell the materials in the guild stores, because people will always buy mats.

    The purpose of the crates is different from what you're looking for (the surveys are what you're looking for). The crates are so that max-level crafters who can only find max-level mats while farming have a system that allows them to get lower level mats that they would otherwise only be able to get through guild stores. This is so that crafters can make gear for lower-level guildies etc.

    I'd argue that it's not an especially good solution to that problem (my preferred solution would be to have a setting where you can choose the level of mats you'll find, up to the maximum level you can craft), but it's specifically meant to bring you mats that you can't get by farming, so it would be counterproductive to have max-level mats in those crates.
