From a min/max point of view.

Also what would likely make best healer? Argonian?

I've not looked at any Warden abilities/skills so no idea which is best for min/max I'd assume it's Altmer unless they use fire then Dunmer.

Breton maybe worth a shout due to reduced cost %

    I voted Altmer, because they genuinely are the best race for anything magicka-based (damage dealer-wise). Sure Bretons provide better overall sustain, and have benefits to magicka-based builds (my MagPlar is a Breton). But, overall High Elves are where it's at.

    For Magicka and Khajiit for Stamina.

    For PvP it will be Orc or Wood Elf but the heavy armor meta will be stronger so I'll go for Orc.

    I want to make a Dunmer magicka Warden OP ( because of the Morrowind theme and location ) but because they will make use of ice I would have to say Altmer is the BiS race for the task at hand.

    BiS builds are needed to truly determine BiS race. Proh dunmer or Sorc though.

    Magic warden = Breton if I want to go the healing route...anything dps Altmer.

    Stam Warden = Redguard...or an Orc. Want to be able to switch between pvp/pve without any bs like say.. a wood elf...Imperial?
