Cyrodiil group leader faction exploit to boost your side's numbers above maximum?

I tried searching for information about this but couldn't find anything either with Google, or here at the forums. Maybe my search terms weren't right, dunno, but I thought I'd report this just in case it's not a known issue.

After some testing (on EU non-CP campaign Azura, on the PC megaserver), it would appear that it might be possible (and, potentially, already exploited) to circumvent the maximum number of players per faction, in Cyrodiil, at another faction's expense. Meaning, that it seems it might even be possible to have more players on one side than on the other two sides combined, with all three sides marked as "Full".

Here's how we suspect it to be working:

1. A player logs in on an AD character, forms a full raid with 23 EP players in it, and then queues the raid to Cyrodiil.
2. The full EP raid enters Cyrodiil but, since the leader is AD, the server takes up 24 player slots from AD quota, instead of 1 AD and 23 EP like it should, IMO.
3. The group leader logs off, switches to an EP character, joins Cyrodiil as solo and joins the raid.

End result: 24 red players in Cyrodiil. 24 yellow spots taken.

Now, I'm not claiming that this is how it goes but, after several days of observations, it would appear possible. A small proof towards that direction is the increasing number of EP players (note: specifically on EU non-CP campaign Azura on the PC megaserver, not blaming the entire faction everywhere) asking in guild and zone chats for AD players to queue them up to Cyrodiil as party, in exchange for a couple thousand gold. Why would they do that, instead of just queueing up solo, if there wasn't an ulterior motive?
