Game keeps reinstalling (Steam) FIXED

I am at the moment installing the whole game for the second time.

Never had this problem years I played.. but since this morning suddenly the game starts redownloading every time I hit play.

I have my game on an external harddrive and until now never had problems with playing (sometimes I accidently disconnect while playing but no problem starting it up again then).
I always played via steam.

Now I tried the following:
Circumventing steam (using the steamlauncher.exe and the bethesdalauncher.exe in the launcher folder [dont know he exact name because now I deleted them]- both the launcher, but the launcher also says "Install" I tried canceling the download which other forum posts suggested to get "repair" but didnt get it.
As far as I can see every file is on the exact same place as before. I also was able to play after redownloading this morning.


I first had the idea it was a steam problem, but it still has my libraries rigt and sees the game as installed.. it just wants to "update" the game when I hit play in steam. Steam also doesnt allow to make a ticket about this game.. so now I am here to ask for help..

Atlast I used the ZOSsteamremover.exe which cleared the whole folder and hope this "clean" installation will solve the problem. And have to wait 1 1/2 hour again.

EDIT: Deleting and redownloading worked until now /happy
