Khajiit recalls it was related to the system of movement. Specifically keeping your paws on the floor in a more stable way when dealing with certain sorts of terrain yes.

This one has been unable to ascertain how this might work in practice yet though.

Tx SC. I'd scratch under your chin, but I think that might be considered presumptuous?

Inverse kinematics is usually a term used in robotics to solve for coefficients of equations governing the desired position of an appendage with multiple joints (like a robotic arm) si that the appropriate values can be used to drive the robot.
Like, if the robot arm needs to pick up a certain object at a certain set of coordinates, you need to know at what angle joint 1 should be in, what angle joint 2 should be in, and so on.
I'm assuming they incorporate a similar calculation to decide the joint coefficients of our toons to ensure their feet end up on the ground...

It's a system to approximate where a characters feet should end up, when they're on uneven terrain. For example, if you stand sideways on stairs, you'll naturally bend one knee so that both feet rest on a step. In game, right now, your character will stand with one foot on the higher step and the other one floating off in mid-air, in that situation.
