Sealed Blacksmith writ not opening

it is acting like i have a sealed blacksmith quest already underway, but i dont. i have alchemy, provison and enchant but no equips going right now.

First happened this am. Its on a writ i got from tiers this morning so its new, after the maintenance.

Anybody else having troubles since this Am?

Have done plenty in last few days without a hitch.
Proudly skooma free while talks-when-drunk is in mandatory public housing.

    Follow-up

    after turning in the three consumables i can now open the smithing sealed writ and get the quest.

    so still a bug but self-resolving it seems.

    off to run my 5 voucher smithy.
    Proudly skooma free while talks-when-drunk is in mandatory public housing.
