Can not create new characters in LIVE or PTS ( Incident: 170418-004899) (170418-004249 )

I had 10 characters in LIVE & PTS. I tried to create new character on PTS. Create was not available to me. So I deleted all but 6 characters and create is still not available. I have ran repair on both LIVE and PTS 4 Times and the issue has not been resolved. I now have 10 characters on LIVE and 6 on PTS. I have submitted several tickets regarding this issue.
